Stella Pagonis

Experience and Education
Stella has a law degree and a masters in library science.
She has practiced law in Wisconsin for about 30 years, focusing on children's advocacy, including child protection and adoptions.
Before practicing law, Stella worked for computer companies and an oil company.
In addition to her work on County Board, currently, Stella is a member of the Altoona Library Board, a non-profit organization called Home 4 Healing, and IFLS library consortium board.
Stella and her husband of 45 years have five grandchildren
and a dog, Matilda

Stella has chaired the Finance and Budget Committee for more than ten years. In this position, Stella was instrumental in introducing performance budgeting to the county. This requires each department to present accomplishments for the prior year and allows supervisors to focus on fiscal accountability.

The primary issue facing the county is affordability
With limited operating revenue, the county seeks to manage:
• The rapid increase in the cost of goods and services
• Attracting and maintaining qualified staff
• Delivering high-quality services to meet the community needs
• Fulfill the increased needs of the aging population
